HUDA Gurgaon, Completion certificate

I Surrender Kumar Ahi, owner of house address: 1099, Sector 23A, Gurgaon. I completed my building 6 months back. I applied for completion last year in the month of October 2009 however I am still waiting from "Completion Certificate" after providing all the requirement documentation.

Till date , I haven’t received the completion certificate. I was told that your house is not visible because tree is in front of my house. I have got the photographs from inside as I cannot do anything with tree. Today objection is raised by current authority is to build a drive way with finished stone. I have laid brick for the drive way. I planned to grow grass and plants with bricks.

1. Is building driveway with Stone is mandatory requirement?
2. Can I get brick or grass for completion certificate?
3. What are the consolidated list of items that should be completed for Completion certificate.
