COMMERCIAL USE OF FLAT BY MAKING IT BOYS PG

Dear All,
I am residing in Parsvnath Green Ville, Sohna Road, Gurgaon in Tower-2. In the flat T2-602 just opposite to the flat owner have converted into the boys PG. Which is an illegal activity. There are almost 18 boys staying in the housing and creating nuisanse in the society. Flat owner is not ready to listen and RWA is just acting as a spectator.
Kindly take out some solution.
